At a time when Europe is working to strengthen its fundamental rights architecture, and several Member States are reconsidering how best to shape national institutions for rights protection, the role of National Human Rights Institutions (NHRIs) has become increasingly relevant.
The PRIN 2022 research project 'Framing National Institutions for Human Rights: European and Comparative Interplays (FRAME)', coordinated by Oreste Pollicino (Bocconi University), explores the role of NHRIs within the European legal space. It focuses on the interactions among the European Union Agency for Fundamental Rights (FRA), Council of Europe institutions, national authorities, and civil society, while also offering a comparative analysis of NHRI models. Particular attention is given to the Italian context, where, despite ongoing parliamentary debate, a national NHRI has yet to be established.
The conference will present the project’s findings and foster a dialogue among academics, policymakers, and practitioners on how to design human rights institutions that are independent, effective, and well-integrated at the European level. The event will be structured into three panels.
